So most of us use shared hosting at some point in our webmaster careers but do any of you actually check what over sites are hosted on the same IP address as your sites are hosted on ?

Does this mean a site hosted on an IP with bad sites would be considered as being in a  "bad Neighbourhood " ?

I don't think the IP address has much to do with if Google designates a site as a bad neighborhood. I think it's the content on the site that makes that judgement.

What if a site that had good content links to you and then they turn bad? Will your site be penalized for this? I ask the question because I have seen a lot of blogs start out clean and as soon as they get Google ranking they turn into a splog.

Does this make any sense ?

I think Google only penalises you based on outgoing links, It would be crazy to punish a site for links coming in that they have no control over. It would be a good way for a competitor to blast their competition out of Google.
