I found a site today

that lists different affiliate programs using terms like Net 15, Net 20 and Net 30 but what do those terms mean ??

those terms mean by how long they take to pay you, I know net 15 means they pay you on the 15th of the month.

Actually, Net-15 means payments are made to you 15 days after a month's accrual. So that means a Net-15 program pays you 15 days after your commissions are locked for the month.
