of course you can make money through CJ if you don't use Adwords. There are more way to promote a site than PPC. You just need to have in mind your target audience and what products or service they may be interested in.

make sure you have a clear link between your site and content, and the products you're trying to sell. Eg. Don't try pushing weight loss products on a website dedicated to stamp collecting.
