Both are best for SEO, but if you want to choose one the choose social networks, this is great source of traffic.

In social bookmarking, users will bookmark their favorite links online and make it available publicly, whereas in social networking, people will share their photos, video, chat, etc with other people of the same taste. Both are advantageous. Using both with out spamming will do a lot for your website.

Social bookmarking tools also share this characteristic: the more they are used, .... are generally public, and users can establish social networking opportunities.

Both are very effective way to promote web site but I will prefer Social bookmarking than social networking. I think you should try both way to generate web traffics. Thanks.
