It all starts with a little Google query...
inurl:forum site:.edu
See what that gives you
Of course you can go an extra mile and add some qualifiers such as this query
inurl:forum site:.edu +smf
which will give you a list of SMF (SimpleMachines) forums on .edu domains ....but of course you might want vBulletin forums...
inurl:forum site:.edu +vbulletin

Here's how to search for .edu and .gov blogs
Search for .edu domains with a blog relative to your website’s keywords
site:.edu inurl:blog “your keyword(s)”
Search for .gov domains with a blog relative to your website keywords
site:.gov inurl:blog “your keyword(s)”
or this one :
earch .edu w/: site:.edu inurl:blog "post a comment" -"comments closed" -"you must be logged in" "KEYWORD" |

| Very good information for those starting out with link building. As some may know, good links from .edu and .gov sites are essential for high SERP placement in Yahoo. These are seen as authority pages and search engines love em... including Google. |
