If money was the goal, then that's how I'd measure. Pageviews don't necessarily translate to dollars - again, depends on the niche, what you're selling, etc. Some niches only net a few pennies per click for Adsense, others net a couple bucks a click (or more). Then there's direct sales, affiliate sales...

Social bookmarking (stubleupon, reddit, mixx, furl, digg, slashdot, delicious) and social networking (facebook, twitter, orkut, myspace) are good source of traffic.

Use all types of social media: Youtube, twitter, bookmarking (bookmark your blog-posts, if they are good others will bookmark them, so it goes viral.)

But I think the best way to get targeted traffic would be from getting listed in the search enginges.
