I have blog in PR 2, but I just get 10 to 15 visitors a day, I don't know whats wrong with this.

Try making comments on blogs with page rank that don't have no-follow. Be sure to leave your url.

Buy text links on sites with Page Rank or Do some Reciprical link exchanges. Look into what a link wheel is....

Bottom line you need dofollow links from site with PAge Rank
