Account holds on PayPal are the latest trick used to inflate the PayPal balance ledger.

Users will notice the increase in account holds that seems to take place in the last month of every quarterly reporting period.

It's not a coincidence, its's the companys latest gimmick. From here on out, PayPal will increase account holds and slow down fund transfers every March, June, Spetember, and December.

It's another reason why eBay has imposed the PayPal only policy.
