Yes, they are. Which is probably why Bidvertiser clicks are so low per commission. I think a lot of people scam the freebies and publishers don't get paid for free clicks.

All I hear about bidvertiser is bans / scams.  My 2 cents is to stay away for now

I don't see how Bidvertiser can be a good advertising source but a free $20 credit is nothing to sneeze at. I just think that untargeted traffic is not a good option if you're seriously trying to do search marketing and turn traffic at affiliate programs.

No, you get $20 in free credits to advertise your site or affiliate site. The publisher program is what pays you.
