I think that you will find that many of the merchants on CJ (and other networks) automatically decline every application. The solution that has worked almost every time for me is to send an email to the affiliate manager (you can do this through CJ) and explain just a little about who I am (in my case, I emphasized my offline business experience), what my website is about, and maybe a bit about my marketing plans.
That little extra effort turned a decline into an acceptance in the overwhelming majority of merchants.
I've noticed a pattern to the small percentage that did not approve me - firstly, they are ALL large merchants, some very large. Secondly, they never even bother to respond to my emails asking them to reconsider the decline. With that kind of treatment, do I really WANT to promote them?
Try contacting some of the merchants who turned you down, or try applying to some of the smaller or medium size merchants (read: Not BestBuy, Walmart, etc.). And, unless you are in Nexus state, don't forget Amazon - the commission may be low, but the conversions are better than most other programs.
